The Family Educational Rights and Privateness Act (FERPA) was a powerful privacy law when initially enacted by Congress in 1974. It forbid any educational company, establishment or faculty from disclosing personally identifiable data (PII) from a pupil’s academic information to any non-school official — even other governmental agencies — without parental notification or consent.
